Sorry Gerald but I can't agree with you on this one.  I would suggest that 
most vendors who store tapes for their customers also store their paper 
records as well.  Switching from one vendor to another is no great feat 
and involves a fair amount of work.  I know because we recently did this. 
I take exception to the fact that you believe that RIMS's are lazy.  My 
day is packed with providing core services for this organization and I am 
very busy.   I have staff,  but I know of other organizations where the 
Records Manager is the sole records person on staff. 

Like Hugh, I would like to see vendors taking financial responsibility for 
lost information or tapes.  Of course, this will mean increased costs to 
the customer (you and me).  Are we as the customer willing to pay extra 
fees for this protection?  That is the question. Personally, I would like 
to see that money spent by the vendor on a better tracking or recovery 
system.  Some of the vendors are just so large that once that item is 
lost, chances are it will never be recovered.
