I agree with Tod re: defining non-record material and providing overall
guidance in the training/handbook.  However, that being said, I don't
necessarily see it as a problem to include that material in the schedule
so long as it says it is a non-record, provides appropriate direction
for disposition and is consistently used and trained.  

It's one more way to drive home the directive, rather than relying on
folks to remember that passage from the overall handbook when they are
actively dealing with paper in their office.  Personally, in my opinion,
I don't think it necessarily takes away from the value of a Records
Retention Schedule, rather it makes it more informative/user friendly
and probably cuts down on the calls from confused folks.
