Your question sparked quite a discussion. To repond to your original question, yes, US GAO is using "Bucket Theory" to manage the retention of their federal records. Carol Brock, CRM gave a presentation to the Northern Virginia Chapter of ARMA on Feb. 16, 2005, while they were still in the pilot phase.
