Very similar to the system used by the "extremely large" off-site storage/destruction vendor I used at my last job. We had a combination of the consoles and the 65 gallon cans in our offices. The pick up staff would switch out the large cans, and use other large cans (with locks) to collect from the smaller consoles. I would witness the destruction out on the street/parking lot/loading dock. As the corporate RM I also had a key to the consoles/and the combination to the large cans/bins in the rare event that something needed to be recovered.
As a matter of fact, just before lunch today, the pick up crew from a "smaller" vendor came through my client's office picking up using a similar process. I did take note because afterward I found a lock from their can in the floor in the suite where I work. I was able to return it to them.

Our system is very similar to that described by Tim only difference being
that the bins themselves are not removed. Inside each bin is a very
heavy canvas type bag that collects the contents. The closure on the bag
has a lock. The route driver unlocks the bins, pulls out the bag and
locks it. He then places the locked bag on his cart and goes onto the
next bin. Once his cart is full he takes them down to the truck where
the contents are then opened by a second route man and shredded on site
while the first route man goes back to clean out the next set of bins.
