As to the green element, our company had to report to the county the amount of paper/glass/plastic recycled each year.  Based on the paperwork from the vendor (destruction certificates) from on and off-site destruction I was able to help quantify the amount of paper recycled.

  What works for us is much the same process you describe.  Each of our attorneys and staff members is given 2 bins:  one for trash and one for shredding.  Throughout the day (or for some, once at the end of each day)the recycle bin is taken to one of our "shred bins" which we've placed in multiple, convenient spaces around the office ( I don't believe anyone has to walk more than a few doors down to reach one).  The bins are provided by a commercial shredding service in our area.  The bins are also locked.  Only our administrator and the shredding company have keys to the bins.
  The process we have in place has never been an issue with anyone.  For most everyone, getting up and away from your desk to place your paper in the shred bin is much like going to the kitchen for a cup of coffee.  The commercial shredding service comes at least once a month (more whenever they're needed)and shreds on-site from their truck.  My file clerks have nothing to do with this process.  The only time we're involved is when a new employee arrives and we instruct on our shredding procedures,tell them what is considered confidential and what is not.
