Our corporate RM structure has the Corporate RMs at the top with RIM
"Representatives" (basically organizational unit coordinators) at the
functional unit level.  I'm the  Rep for Engineering and have a network
of 18 "focals" at the organizational units within Engineering.
Engineering here is fairly unique in this respect.  Focals were assigned
by the managers in those units after request from us with backing from
our Engineering head (our CTO).

I'm continually communicating RIM program requirements and changes via
monthly meetings and occasional updates to the focals via an email
distribution list.  Sometimes updates are weekly, sometimes more,
sometimes less depending on the volume of activity.  This is key - it's
the network! 

The big kicker and incentive for use was that as this was being
deployed, we were undergoing divestiture activities.  Under specific
circumstances dictated by contractual obligations, folks could dispose
of copies of certain outdated hardcopy records that were now being
created and maintained electronically.  Many consoles were filled to the
max in those first few weeks after deployment, so we (I) moved several
dozen locked duffel bags to my area for central collection and restocked
the locked consoles with empty bags.  For larger scale clean-ups,
records were collected in wheeled trash cans and large tubs that stayed
in a secured area until the weekly pick-up could be made.  We even
called for a few special pick-ups in the middle of the week.  
 
The overall goal is to secure Corporate and customer data & records by
ridding Engineer (and the rest of the company) of non-crosscut shredders
and those not up to DoD specs, and to get rid of open trash cans used
for recycling.
