Here is what I found

From US EPA Glossary

GENERAL RECORDS SCHEDULE (GRS)
A NARA-issued schedule governing the disposition of specified records common 
to several or all agencies. See also RECORDS SCHEDULE, STANDARD FORM 115.

  From ARMA Glossary of RIM Terms (3rd Edition)

  general records schedule
  A records schedule governing specified series of records common to several 
or all agencies or administrative units of a corporate body, which are 
sometimes characterized as functional retention schedules
  Source: ISAD(G): General International Standard Archival Description, 2d 
ed. [8].
These indicate this term is used to for a schedule of records common to many 
parts of an organization.  None of the authoritative glossaries I typically 
use has the term "Master Retention Schedule," but from looking at 
Blackle/Google it seems that this term is used to indicate an overall 
collection of all schedules for an organization.
