Now reading what Jim wrote, I would concur. In government agencies where I
have done work, these materials would be defined and scheduled as non
records - in other words when you don't need it anymore get rid of it
immediately. And since there is no accountability issue there is no need
for documentation.

From this description, these are the same thing we would have considered
"non-records" with no accountability required for disposition. Same
holds true in my current company.
