As long as your policies and procedures/processes are sound and
documented, and it seems they are, your second approach is a good one.
Not sure what IT and Security have to do with it beyond insuring that
the minutes, now recorded in an electronic format (presumably a word
processing document of some sort) are secure from intrusion and
available and readable for the time frame you've established as their
retention period - perhaps in perpetuity.
