High level:
Electronic folders can contain "unlimited" numbers of documents/Records.
Paper folders are limited by size as to the number of documents/Records they
can hold.
Therefore different strategies are often employed for filing electronic vs.
Paper files.

When talking to staff about filing procedures, I have noticed that in some
cases people seem to use a different thought process/logic when filing
certain electronic documents as compared to the thought process/logic they
use when filing their paper counterparts. I was wondering if anyone else has
encountered this phenomenon. I did a search on the web to see if anything
has been written about it, and so far have come up with nothing.
