Generally the process should be to define what your requirements are before
you go shopping for a tool to meet those requirements. If you do not have
clearly defined processes now, (or you do have processes but they are not
good and should be changed) you should probably focus on getting that house
in order before bringing in the tool to solve or improve those.

that being said, if you come up with a perfect new process but there are no
tools available to accomplish that, you will have seemingly wasted your time
to no avail. It certainly makes sense to me to take a more holistic approach
and analyze some different tools at the same time you are analyzing your
processes and you can work both of them forward together. you would want to
be careful, though, that you not close your mind to a different process
based on how well you like a particular tool.
