The Northumbria University website has changed its look, so perhaps the
course still is the one you were thinking of. I'm in the final stages of
this MSc programme - enjoyed it well enough to go and work for the
folks! 

There are a number of distance-learning masters courses in RM (sometimes
in conjunction with Archives Management) available in the UK.
Northumbria also offers an Information Rights Law masters (LLM)
http://northumbria.ac.uk/?view=CourseDetail&code=DTDIRL6, but this would
naturally focus more on UK and European law.
