Fred, maybe its old, but... I'd like a copy! Tape is definitely stable
and cheap, and has its place. But in my opinion its lacks speedy
accessibility; is subject to some of the same integrity check
requirements as CDs and DVDs; it has to be restored and rewritten if
retention periods on the tape are mixed. Main issue for me though is
speed of access. I just need to know if anyone has tried to prove cost
of preserving on hard disk is still higher than cost of preserving on
removable media when you take day to day handing and administration
into account.

Charlie, I have a paper titled "Technology Assessment of High Capacity

L. Kempster, of the Earth and Space Data Computing Division, NASA
Goddard Space Flight Center, which suggests the "experts" haven't
thought it through.

If you're interested, I'll email it to you (the listserv doesn't
transmit attachments).

Mary Lynne Nelson's posting earlier today (Thursday 4/3, same subject
heading as this message) represents my current thinking.
