Thanks, and no, I did not consider over population as I believe over
population is restricted to the "favelas" or shanty towns. Sao Paulo is
the third largest city in the world with approx 5 million acres, which
is equivalent to approx 20% of the continental US - a huge state to say
the least and it is very spread out...Thanks!

Did you consider that the over-population of the area might play a
factor 
(last count I heard was 19 million). I would imagine that the cost per 
square footage of storage space is at a premium.
