Does anyone know the legalities of medical records auditing? How often
should it be done? How does one incorporate on-site & off-site
collections of medical files? etc

Simple method. Store in a commercial storage facility for the
appropriate
time, then request destruction by shredding with a certificate of
destruction furnished. Save the cost of moving the data to CD/DVD.
