I started with an access database to model my business rules and then
ended up purchasing a very nice package called MDY FileSurf (which has
now been acquired by Computer Associates).  It was the best fit for the
business model that we had developed for our retail corporation because
we run our own inhouse Records Center. Our users can access the system
via a web browser which is very simple to use for viewing and ordering
records.  My staff has a full blown windows client that allows them to
do the administrative tasks associated with managing the Records Center
functions.
