I recently attended a last minute meeting called by our City Purchasing
Department because a vendor told them the same thing, and I manage the
shredding contract for Waterworks.  We sat through a 30 minute
presentation by the vendor, who could not point to or quote the exact
wording in FACTA that said what he kept stating (even after being
"called" on the comment).  I finally asked all in attendance if their
departments had any credit card dealings with the public (only a few
City Departments collect monies) and, of course, saw a number of blank
faces.  When I pointed out the purpose of FACTA and what it covered,
most of the City folks got up and left the meeting and the vendor sat
there trying to convince the Purchasing folks that "somehow" the entire
City had to be in compliance with the Act for shredding.  And, of
course, continued to skirt the question of where in the Act the
shredding requirement was stated.
