Sorry, let me clarify what I meant to say:

We thought that digitizing paper records might be a bigger issue for
archives right now than managing records that are already electronic, since
(in our limited experience) most archives (other than perhaps corporate or
some government archives) have very few electronic records in their
collections.  In our opinions, at least, digitizing paper records can be
considered an electronic records issue.

Hope that makes a little more sense.
