Maybe we need to peel this back a little and start at the beginning.

Depending on the nature of your assignment here, if this is a single
organization or a 'blue sky' type of evaluation of issues surrounding
electronic records, there are a myriad of issues to consider.

For a single organization, one of the  first issues is Records Management
Policy, as it relates to how an organization conducts business, how they are
regulated, where they operate, and how their information governance
structure is established.  Key to this is the organization's "definition of
a record", and the establishment of control and management responsibilities
for those records.

Until this is known, it's impossible to determine what he issues will be-
you don't know how many and where records are, how long they must be
retained and in what forms/formats, how they are accessed and if more than
one function potentially needs access to them simultaneously, and the list
goes on.

If it's more of a blue sky issue, then you don't care about any of those
details, but you still need to know the scope of the records being discussed
and how they are received, generated, and used.  Are they all created at the
desktop by use of applications, or are some of them ingested as data points
entered into a CRM or database system?  What platforms and aplications are
used, and are the formats proprietary, open source, or other?  Are they for
a public entity or a private concern? Are they stored locally, on servers,
through the use of a third-party or an ASP?  How heavily regulated (if at
all) is the industry the records are related to?  Do they potentially
involve human exposure to hazardous materials and will they require
retention for 100 years or more?  Are any of them vital, mission critical,
or necessary to support continuity of operations?
