Ginny beat me to the main one, the FOIA/Sunshine/Open Records requirements. 

Another one is that in many government organizations things like meeting
minutes, schedules, and even agency/department heads'  or other executives'
Daytimers may rise to the level of records and need to be managed
appropriately (in part because of FOIA). 

There also tends to be much more transparency, at least theoretically, for
things like procurement records. 

More as I think of 'em....
