Below is a job posting for a brand new position being recruited at the City of Bellevue.  Many of these duties were previously part of the Records Manager function, and have been split out as we move on from our pilot project and into full implementation.  As Public Records Manager, I will be working very closely with the successful candidate and am happy to answer any questions about the job, system implementation history, or organization (off-list of course).

ECM System Business Manager 
Minimum Salary: $6,478/Monthly

The City of Bellevue seeks a highly qualified professional to implement and manage ongoing implementation and operations of the enterprise-wide Electronic Content Management System (ECM) and related applications. Ensures that strategic objectives and functional requirements are met during acquisition and implementation of phased applications of the ECM. Facilitates change management and business process improvement initiatives throughout all City departments for successful implementation of the new systems and associated processes and policies. Manages staff work and daily activities related to implementation of system components, integration with other key enterprise systems, and ongoing system operation from the business/user perspective. Manages budget, expenses, and vendor contracts.


Essential Functions of the Job

Direct, indirect and matrix management of daily activities of staff related to implementation and ongoing operations of the new ECM and related systems. 
Facilitate resolution of functional issues related to ECM implementation escalated to project management 
Manage needs assessment, acquisition, and design of core ECM system component applications and related systems (Kofax, Liquid Office, etc.) 
Manage implementation of core ECM system component applications and integration with related content-driven systems (EmailXtender, Voicemail, Sharepoint, etc.) 
Manage integration of ECM system with other core enterprise systems including ERP, GIS, and Amanda. 
Ensure stakeholder involvement in acquisition and implementation through management of extended project team and interdepartmental work groups (Public Records Manager, RIM Committee, subject matter experts, etc.) 
In coordination with IT Project Manager and Assistant City Attorney, negotiate and manage ECM system and related contracts. 
Identify and manage change management initiatives for City related to project. 
Lead major business process improvement initiatives utilizing ECM automated workflow tools (including agenda process, A/R processing, contract development and routing, etc.) 
Coordinate end user testing including review of end user test plans. 
Protect privacy, confidentiality, and security of records and information contained within the ECM and related systems. 
Work with vendors and contract personnel in defining and performing contracted work. 
Assist ITD in developing security standards for new applications. 
Develop and coordinate Business Continuity Plans for implementation and disaster recovery. 
Communicate with customers and/or upper management on project status and appropriate implementation timelines. Prepare tracking and status reports. 
Provide staff support from the business management perspective to the ECM Core Team and ECM Steering Committee. 
Co-chair (with Public Records Manager) the citywide Records and Information Management (RIM) Committee. 
Represent the City Clerk’s Office on the City’s Interdepartmental Technology Governance Committee. 
Proactively address implementation of emerging new technologies in coordination with ITD to strengthen electronic recordkeeping practices and ensure alignment of technology with records program elements. 
Exercises supervision over Business Analyst position.
