The realm of IT is to manage the use and application of technology. With 
regard to corporate knowledge, records, information, transactions ( and 
all the other euphemisms and derivative terms to describe human work 
product for an entity), IT is equivalent to an offsite storage vendor for 
paper records. IT is responsible for ensuring access to ESI through sound 
decision-making with technology with respect to user needs/expectations. I 
doubt any organization, especially one with a records manager, has an 
agreement with an offsite storage vendor to destroy records without formal 
advance notification or authorization. Imagine Iron Mountain destroying 
records based on description saying "copies of testimonies" because they 
deemed them duplicates without first consulting with the owner of the 
records. Of course, IT can help streamline the application of retention 
schedules for ESI through technology but should in no way be responsible 
for dictating how long or short ESI must be retained. That is our realm.
