when I originally saw this question i had to stop and reread it a couple of
times. I agree with Doug. I thought the question of vital records had been
pretty well settled with the ANSI/ARMA standard as well as numerous
discussions on this list. I've never once thought that the vital record
designation would trump an approved retention/disposition period.

A vital record is there for business continuity purposes. In most if not all
cases it is a copy that is stored in a safe location for use in case of a
disaster. These copies are replaced upon a regular basis as they older ones
lose their vitalness.
