at one time that was fairly easy to find and determine back in the days of
typewriters and steno pools
today it is more difficult since you have many more people creating/drafting
letters etc.

but you can account for hard costs such

paper
envelopes
postage

find out the cost of a ream of paper divide by 500 to get the individual
sheet cost
same for a box of envelopes divide the cost of the box by the number of
envelopes
assume that the letter weighs less than one ounce. depending upon what
country you're located in the cost per ounce will vary. Here in the US 47
cents is the cost for a 1 oz first class letter, if sending it overseas it
is 94 cents for 1 oz.

staff cost to produce the letter is the hard part to determine since it
could be an admin assistance, mid-level manager or executive producing it
