Unfortunately this 3 bucket solution fails to take into account the
retention requirements. It oversimplifies the value of the message content.
Think of it this way, would you take your physical mail and divide it into 3
different buckets, throwing out the contents of the buckets at preset
intervals regardless of the legal retention requirements?

How would zone 3 work for archival records or items of a long-term
retention? How do they define working business content?
