All good points. 


I will add the following:

11. Public universities are public institutions and subject to public
records laws

12. There are actually many distinct information environments - each
requiring a "mindset" and a significant level of skill.
	- Academic Records (-Student Records, Course Records -
Registrar's domain, Discipline Records - Student Life, 
	- Administrative Records - The University as Business (HR,
Finance, Communications, IT, etc)
	- Grant records
	- Faculty Records (HR records, Discipline files)
	- City Records - The University as City (EHS, Police, Fire,
Planning,  etc)
	- Medical Records   

13. It appears to me that U RIMS get paid much less, than their
corporate counterparts.

The U records manager has to be very knowledgeable about a much wider
range of information environments, they generally have less authority
and the decentralized university is a greater (more problematic)
decentralization than one found in corporations (even international).


Understanding that no RIM has it easy, for the points mentioned before
and the 3 I list above, it is my opinion that the U records manager has
a tougher job than the corporate records manager.
