You have to be approved to access it, which usually means you have to be
an attorney or work for a law firm. It's probably part of their
electronic filing system. The one in PA assigns each attorney an
identifier number to "guarantee" that only authorized filings are made.
So, unless you have an attorney friend who will loan you his/her ID, you
really can't use it. However, FindLaw is a good place to look up case
law and laws for all of the states and the federal judiciary. Good Luck
