Cardamation is the only vendor I'm aware of (http://www.cardamation.com/).
They do have a service bureau that does (or did) read aperture cards.

I have the challenging opportunity to listing the content of 1.5 million
aperture cards.  I am looking for a vendor or leaseable piece of
equipment to read the card (not the film chip) in the Wichita Kansas
area and list the content in a word processing or spreadsheet format by
box number i.e. box 1 of includes aperture cards with the following
data, box 2, box 3, etc.  Any ideas??
