In fact, if it is medically proven that a transgender person was born a
hermaphrodite and has chosen the opposite gender of the one assigned to
them at birth OR (in some states) if they have successfully undergone
gender changing surgery in the U.S., the birth certificate can be
amended.  I believe the amended birth certificate becomes the legal
document and is filed along with the original birth certificate.  The
amended certificate can then be used for reissue of driver's license,
SSN changes, etc.
