We recently had a representative of another local government approach us
at a fairly high level about forming a consortium of local governments
to develop a common set of "compliance standards", which, in the mind of
his bosses, did not currently exist, causing embarrassment to local
governments in the areas of discovery and public access. In fact, as I
pointed out, the "compliance standards" (still not sure exactly what
that means) already existed in Oregon public records requirements and
retention schedules. However, this individual didn't seem to get that.
It was only until more than halfway through the conversation that I
realized the person thought DOD 5015.2-STD - an application standard -
represented an actual legal requirement for all of electronic records
management!

This was a case where the individual could cite chapter and verse of all
of the individual elements, but had no idea how they all fit together
and are applied in the real world.
