We use a measure similar to this to help identify problem areas in the
county in records keeping. If an agency has a high "unsuccessful
retrieval request" percentage, it generally indicates a need for
training, possible improvements in active operations, finding aid
issues, etc.... It's a great way to target problem areas, and work with
customers towards continuous improvement.
