One of the things to look at is the PDF creation properties. There are a
number of valid options for creating a PDF, and different tools use
different choices and offer different user options. One of the pluses of
PDF/A is that it fixes on a specific group of settings.

Digging a little deeper....
In the properties of the document that I created in Word and save as
PDF, it identifies the PDF Producer as Microsoft Office 2007. I
examined the properties of a PDF document created using Adobe tools and
it identifies the PDF Producer as Acrobat Distiller 6.0 (Windows). Both
documents are PDF Version 1.5
