I'm working on a project that involves a state IT office that has not
been able to complete projects. Most of the work involves integrating
legacy systems, back file conversion of paper files, and using online
forms to replace paper processes.  

Public Officials are considering hiring a private firm and giving the
firm authority to take over the entity's IT project management function
and resources temporarily.  The projects are underway and in various
stages of completion, but have been performed primarily by internal IT
staff.  My questions are:

* Is there a technical term to describe this type of contract?
* What larger, more established firms do this?
* Are there any technical articles or publications describing how to
write contract requirements and a statement of work for this type of
work?
