BUT the critical factor in the recovery is the ability to actually get
the shreds. If they have been recycled or otherwise disposed of
irrecoverably, there is nothing to reconstitute.
So if you're running a legitimate records disposition program,
destroying the shreds is part of the process, just as eliminating the
backups is for e-records.

Yes. As quickly as we can say we can destroy it, more ways are created

reconstruct it or find ghosts of it.
