Maureen,
That is exactly what our top level management wants.  They insist that
e-mail management be fully automated whether we have an electronic
system or not.  IT, on the other hand (we are outsourced) simply wants
to "dump" e-mails regardless of content within 60-90 days.

So are we saying that an email management system, because it CAN easily
compress, store and auto-delete all emails therefore SHOULD remove
record/non-record decision-making from users? Because there might be
users who might be tempted to destroy records for their own underhanded
reasons? Statistically, if you believe the generalization, 80% of
company emails are non-records or 'junk'. So we save all kinds of junk
because it's wiser to use the system as a Big Brother catch-all
repository?
 
What if our policies say that policy only applies to 'records' (not all
information) and that individuals are required to determine what is a
record and what is not (including email) and manage records according to
policy? Do we change those policy statements, or just ignore those
statements in relation to 'email records' (?!),  when we get a
super-duper email management system?  
 
I am grappling with this one right now.
