Maybe I'm missing something, but if it's hardcopy files, you manage security
at the file level not for the individual documents within the file. If it's
electronic, you manage security at the folder level, again, not for the
individual documents within each folder. That's how most EDMS's work, and
it's one of the reasons why hardcopy file jackets were invented, so you
manage the container not the individual documents.
