On 2/5, somewhere closing in on lunchtime, Dwight Wallis stated, with
great aplomb, as usual...

Great point Dwight.  However, even landfill managers/operators and the
public they serve are coming to the conclusion that not everything in
their bucket should have ended up there to begin with.  It was simply
easy to "dump" it in their world and deal with the flotsam, literally,
at a later date.  Current situations i.e. running/run out of room, toxic
leachate, etc. have exposed the gap in that thought process.  No one
wanted to deal with it back then.  Part of the "new" solution is to
identify things that don't belong in the bucket in the first place and
deal with them differently prior to going into the bucket.  The result,
recycling programs.  Yes, they add cost more up front, but back-end
business and risk analysis have dictated better dealing with the problem
more up front.  Now, practices and the status quo are changing.
 
I believe that in much the same way, records and data owners don't want
to deal with it up front, citing cost and disruption to the business
among other things.  And now we have buckets with content - not all of
which should have gone in there in the first place, to be kept forever
with associated cost of the pile escalating.
 
I believe that spending the time and $ up front to manage would decrease
the cost and risk on the back end.  But that's just me.
