Patti makes a good point. In the corporate world, usually preceding
full-blown litigation there is an "issue," then a "claim," and sometimes
(particularly in the case of design & construction) an arbitration. Each
with its own file. From the standpoint of the sender of the legal hold
notices, where no litigation results, those notices could logically be
put in with the file of the last in this progression.

If a hold is issued, it is based on the potention of litigation, but
there will likely be a file that exists at a claim or investigation
level. Does that make sense?
