At my previous employer (Boeing), they dealt with this issue by
maintaining an authorized collection of ISO documents in the company
library.  Employees could search the on-line catalog, and view .pdf
versions for research purposes, but could not print out a copy or save
as a new .pdf file.  (FYI, the "Copyright Compliance" department
reported to the same manager as Records; we worked very closely together
and discussed these types of issues often.)

Once I figured out how to use the system, this was a very effective
tool.  I could look up what I needed without violating copyright AND
without having to purchase another copy.  However, if I wanted to have
an ISO document in my permanent possession (whether in hard copy or as a
.pdf file), I had to purchase it.

The suggestion that ARMA -- or maybe some other professional entity --
provide a similar service is an interesting one.  Perhaps someone
already is, and we just haven't found it yet?
