Getting in late on this, but...

In a Utility there is generally a requirement in a number of rules,
regulations and statutes, both State and Federal for an organization to have
a Records Management Program in place, or to have a process by which
cetrtain records are available for inspection, review etc at any given time.

Check your State Public Utility Commission (PUC) regs, or your State
Transportation Department regs, or if you operate Interstate facilities,
check the Department of Transportation (DOT) or Federal Energy Regulatory
Commission (FERC) guidance.

Agree with comments from many others that it is NOT a project, the
establishment of a program may be the result of the findings of a project
though.  

Generally, it's a series of practices and procedures designed to support the
administration of a Policy that supports the appropriate management of
information as an asset.
