In the Federal Government, or I should say in my Command, we are not
allowed to conduct government business on privately owned computer
equipment. If we are working from home, or on TDY (temporary duty), and
need to conduct Government business, we must have a Government owned
laptop or computer to do that. We are not allowed to use USB devices
(at home or at work), and at least at my Command, for now anyway, we can
use CD/DVDs to transfer information from one Government computer to
another. The installation I work on will not even allow their employees
to use CD/DVDs (I work for a tenant organization, so we don't always
follow the same rules). If we are away from our work area and need to
send a document from another site, we are to e-mail. We do have the
expectation that our personal privacy exists. The Command cannot search
our computers without just cause. They must have a valid reason to
suspect we are either doing illegal or unauthorized "business", going to
web sites we shouldn't visit, etc.

I was recently involved in a situation where my co-worker and I eat our
lunch in a small conference room when it is not in use. The room is
equipped with VTC equipment. We discovered we had been monitored during
our lunch hour, without our knowledge. The person doing this was not
authorized to do what he did, and did get reprimanded for it. Even in
the public sector, you do have some protection for personal privacy.
