I remember those days well as I was on contract at INS during those days. We
were working towards changing the regulation about the I-9s (or at least
folks from the same contractor were).
What a lot of folks don't understand is that the rules making process (as in
the regulatory rules found in the CFR) is a long and involved process with a
lot of back and forth between the agency and folks commenting on the
proposed rules or changes to the rules.
