A large amount of savings can be gained through organizing the records
for quicker, more efficient retrieval. A good RIM program includes
organized inactive storage, current inventories, tracking what still
exists as well as what was destroyed/deleted, indexing of box, carton,
microfilm, diskette, CD, or even flash drive contents, and so on. I've
had experience with "scattered" records repositories (especially
inactive records, often referred to as "dead files") where records are
housed by filling any available boxes and or moving whole file cabinets
to "non-people" space such as basements, attics, old warehouses, empty
sheds, you name it.  Rarely was anything inventoried or indexed.  When
records had to be retrieved from these areas it was very time consuming
and usually required several staff members including higher paid
supervisory folks.  The cost of retrieval mounted quickly.
