Advertising is the sole reason the Post Office survives, and what keeps
the price of a stamp within reason. That's why a service like this
probably doesn't make a lot of sense - they would primarily be scanning
ads! Direct mail advertising is incredibly effective compared to other
forms, because it can be so closely targeted, doesn't face spam filters,
no ad blockers, has a high "click" rate, and has no federally supported
"no call list". This is why so many non-profits/political causes use it.
The Post Office rate structure, rules, infrastructure, etc... are all
primarily designed to facilitate the delivery of advertising. Its their
bread and butter.
