I promote metrics as part of records risk management.  If an 
organization's acceptable level of risk is 1 percent, then 
measurements/testing should reveal an error rate of no more than 
one-in-a-hundred.  This threshold applies to many fields including
 -- indexing accuracy
 -- legible scans of hard copy
 -- comprehensiveness and accuracy of searches

Metrics also help evaluate controls.  It's great for a records manager 
to be able to sit down at the PC, open the dashboard, and know the 
percentage of workers who have received their education/training, passed 
their competency tests, and been evaluated in the field.

Additionally, metrics can chart an organization's progress toward 
regulatory compliance -- a measurement that is growing daily in importance.
