Hi Peter,

as far as I know the document you are looking for is only published in French 
and Dutch. I'm acquainted with the document under another titel called:

Circulaire nr. AOIF 16/2008 (E.T.112.081) dd. 13.05.2008

You will find the relevant full text of the document here but not in the 
language you are looking for:
