The California State Archives moved twice in the 1990s in preparation for construction of a new facility. During each move, we transported about 1200 pallets, each pallet containing 48 records center-size boxes (one cubic foot). Each pallet was first wrapped tightly in plastic and then loaded two high into the truck. We experienced no crushing of boxes, although we did lose a couple of pallets due to shifting. The real key, in my opinion, is how the boxes are stacked on the pallet. A standard trucker's stacking arrangement should be used, which creates an interlocking effect.

We currently have a trailer in transit from our Eastern Division in
Maryland to our office in Phoenix. What the transport company did was
create a wood decking between the pallets on the bottom and the ones on
top to prevent the potential for crushing.
