first of all banish the phrase "archiving of records" from your vocabulary.
The IT world has b*astardized the term 'archive' to mean storage. Archive in
the truest sense refers to records that have a long term value to an
organization.

Typical inactive records (depending on their volume and frequency of access)
will be transferred to an offsite facility to wait out their retention
period. Some organizations have semi-active storage areas on site that are
used to store records that are not required on a daily basis but maybe
required on a weekly basis. Very rarely seen these days

need further information as to what you mean by "quality control of
records". are you referring to ISO 9000 by chance
