Thank you all for the interesting discussion so far.  Here's another angle 
to this issue:  at what point will these local, provincial/state, national 
or international professional organizations (e.g., ARMA, SAA, ACA, etc.) 
decide that their volunteers (especially those who work for public bodies 
that are subject to access to information legislation) MUST use a home 
computer or email system rather than their employers'?  If I were in 
charge of a professional organization not covered by access laws, I might 
be concerned about how exposed the organization's records could be.
