Sorry if I was unclear. An example of a "mechanical rule" would be a
blanket retention policy that says all drafts and working papers will be
kept x number of years for an entire enterprise. This would be similar
to a blanket email retention. Such draft retention rules did exist at
one point - I'm seeing less of them now.
